Rosin Steinhagen Mendel, PLLC is a law firm dedicated to serving our clients in New York City, the surrounding counties in southern New York State, and in New Jersey, in the areas of adoption, foster care litigation, surrogacy and assisted reproduction, and family law.
For over 35 years, our attorneys have represented adoptive parents, birth parents, foster parents, children, foster care agencies, and adoption agencies. We represent our clients in all types of proceedings that include termination of parental rights, permanency hearings, custody hearings, guardianship, administrative proceedings, adoption, contested adoption, surrogacy and assisted reproduction.

Gail primarily oversees the foster care practice of the firm, as well as handling complex litigation. Gail regularly problem solves with foster care clients, while representing parents, foster parents, pre-adoptive parents, and grandparents. In addition, she has represented children in contested custody and matrimonial cases.
Rebecca’s focus is adoption law, and she handles domestic adoptions, step-parent adoptions, second-parent adoptions, birth parent representation, foreign adoption decrees, private agency adoptions, adult adoptions, and foster care adoption matters. Rebecca also assists in custody/visitation matters, surrogacy and assisted reproduction.
Kerry has extensive experience representing clients in cases involving guardianship, custody, visitation, adoption, assisted reproductive technology and foster care litigation. Prior to her work with Rosin Steinhagen Mendel, PLLC, Kerry served as a staff attorney at The Legal Aid Society’s Juvenile Rights Practice, where she represented children in child protective matters and delinquency proceedings.
